Immigration has always been, and will always be a cornerstone of Canada's growth and identity. This responsibility requires a balancing housing, public service and infrastructure to maintain a sustainable system.
Under the leadership of the Honorable Lena Diab, Minister of Immigration, Refugees and Citizenship, Canada has introduced the 2026-2028 immigration levels plan to recalibrate and strengthen the system.
Our Commitments are clear and measurable:
- Stabilize permanent resident admissions to below 1% of Canada’s population each year beyond 2027.
- Reduce temporary workers and international students to less than 5% of the population by 2027.
- Increase francophone immigration outside Quebec to reach 12% by 2029.
In 2025, Canada met all immigration targets for the time in over a decade. Temporary worker and international student arrivals declined significantly compared to 2024. After the House of Commons passed Bill C-12, new asylum claims have decreased, strengthening the integrity of the asylum system.
At the same time, our government is refocusing immigration on economic priorities, such as health care professionals, skilled trade workers, researchers, senior managers and francophones to help fill labour shortage and support economic growth.
Immigration is deeply personal for many families in our communities. Restoring sustainability ensures that Canada can continue welcoming newcomers in a way that protects, strengthens and maintains the Canadian system.
